Referring to Sir Henry Blake's Despatch No. 372 of the 30th July, 1903, I have the honour to state that the institution of the post of Normal Master at Queen's College, which has been attended with most useful results, has, by reason of the fact that the appointment is an acting one only, introduced certain anomalies with regard to the duties of the Assistant Masters which it would seem advisable to remove.

2. There are on the Staff at Queen's College, as Your Lordship is aware, four Senior and five Junior Assistant Masters and of these one Senior Master, Mr. E. Ralphs, performs the duties of Normal Master, which occupy his whole time, with the result that one of the Junior Masters performs the duties of a Senior Master without drawing extra salary in the acting appointment.
